Motivation:Levinson originated and publicized the "outlawry of war" movement in the United States, and in 1918 he argued that violence committed by nation-states ought to be declared illegal. He assisted in drafting the Kellogg-Briand Pact of 1928. It condemned war as a tool of national diplomacy.
